What’s the Difference Between an Accountant and a Bookkeeper in Dutch Business?

I’ve been trying to understand the roles of an accountant (accountant) and a bookkeeper (boekhouder) in the context of Dutch businesses, and I’m a bit confused. For example, if I need help with financial records in the Ijmuiden area, should I look for a boekhouder Ijmuiden, or is an accountant the better choice?
Can anyone explain the main differences between these two professions? Specifically, when should I hire one over the other? Are there tasks that are exclusive to either an accountant or bookkeeper, or do their roles overlap?
